The infamous Central Hillside neighborhood in Duluth, Minnesota will soon be transformed into the second-largest private development in the city’s history. This groundbreaking $500 million project will help meet the city’s growing need for housing and create opportunities for jobs, businesses, and recreation on the vacant site where Duluth Central High School was once located. This mixed-used housing project includes 1,180 market-rate housing units, 120 condominium units, 80,000 square feet dedicated retail space, public amenities such as a pavilion, and connections to various walking, hiking, and biking trails.
The name “Incline Village” comes from the trolley car system that once transported residents up to the hill in the late 1800s and early 1900s. ICS worked with city leaders, the Duluth Chamber of Commerce, the Duluth Building Trades, and local partners to make this project a reality. The result will be a new vibrant neighborhood on one of the most beautiful pieces of property in Minnesota.
After completing a comprehensive environmental review process with the first alternative urban areawide review (AUAR) in Duluth’s history, the new development will be built using sustainable development practices that will minimize resource consumption, reduce waste, and preserve natural habitats. Implemented in phases, the first phase of construction is anticipated to be completed in November 2025 and the remaining construction in June 2029.
